Fearing his application had been overlooked, he submitted a complaint to the Committee. <\/p>\n<p>Upon receipt of the complaint, the Committee will seek to determine whether the cause of this delay is due to a shortcoming or negligence in the service.<\/p>\n<p><span style=\"color: #3e8e8c;\"><strong>Use of priority vehicles<\/strong><\/span><\/p>\n<p>The complainant is the victim of a car accident involving a State Security priority vehicle, and they contact the Committee to report improper and non-compliant use of the priority vehicle.<\/p>\n<p>If it is unable to identify the exact circumstances of the accident or who was responsible, the Committee may initiate an investigation into the respect of priority rules for priority vehicles by the intelligence services to verify whether employees know their rights and obligations concerning the use of these vehicles.[\/vc_column_text][\/vc_column][vc_column width=&#8221;2\/3&#8243;][vc_column_text css=&#8221;&#8221;]The Committee is competent to deal with any complaint or denunciation concerning the functioning, actions, conduct or failure to act of the State Security, GISS and CUTA. Regarding CUTA\u2019s supporting services (such as the FPS Interior Immigration Office and the FPS Finance Administration of Customs and Excise), the Committee is only competent with regard to the legality, efficiency or coordination of the sharing of information on terrorism and extremism with CUTA. Complaints or denunciations concerning CUTA or one of its supporting services will be investigated jointly with Committee P.<\/p>\n<h6><strong>Who can submit a complaint or make a denunciation? <\/strong><\/h6>\n<p>A complaint or denunciation can be submitted by <strong>anyone<\/strong>.<\/p>\n<p>Any civil servant, any person holding a public office and any member of the armed forces directly affected by directives, decisions or their implementation, as well as by the methods or actions of the above-mentioned services, may lodge a complaint or make a denunciation, without having to seek authorisation from their superiors.<\/p>\n<p>If they wish, individuals making a denunciation can remain anonymous. In this case, their identity will only be known within the Committee.<\/p>\n<h6><strong>Formalities to be observed <\/strong><\/h6>\n<p>It is possible to lodge a complaint or make a denunciation verbally or in writing.<\/p>\n<p><strong>Verbal complaints<\/strong> can be lodged at the Committee&#8217;s premises. An appointment is required. A member of the Investigation Service will record the complaint or denunciation.  <\/p>\n<p><strong>Written complaints<\/strong> can be submitted using <em><a href=\"https:\/\/comiteri.mediartia.com\/en\/the-committees-authority\/online-complaint-form\/\">the online form<\/a><\/em> or sent by email or by post.<\/p>\n<h6><strong>Handling of the complaint <\/strong><\/h6>\n<p><span style=\"color: #3e8e8c;\"><strong>1. Preliminary examination<\/strong><\/span><\/p>\n<p>The Committee will subject the complaint to a preliminary examination to decide whether it falls within its remit. If the complaint is <strong>not admissible, or is declared manifestly unfounded<\/strong>, the Committee will inform the complainant of its decision in writing. If necessary, the Committee can refer the complainant to another body or competent service. <\/p>\n<p><span style=\"color: #3e8e8c;\"><strong>2. Investigation<\/strong><\/span><\/p>\n<p>If the Committee declares the complaint or denunciation <strong>admissible<\/strong>, it will open an <strong>investigation into the matter<\/strong>. In order to handle the complaint or denunciation, the Committee may exercise all the powers at its disposal in the context of its traditional oversight remit. <\/p>\n<p><span style=\"color: #3e8e8c;\"><strong>3. Closure of the complaint<\/strong><\/span><\/p>\n<ul>\n<li><strong>Informing the head of the service concerned of the results<\/strong><\/li>\n<\/ul>\n<p style=\"padding-left: 40px;\">The conclusions of the investigation are forwarded to the head of the intelligence service in question, the director of CUTA or the head of the supporting service, as the case may be.<\/p>\n<p style=\"padding-left: 40px;\">If any shortcomings are noted in the course of the investigation, the Committee will draw <strong>conclusions <\/strong>with the aim of rectifying them and improving the operations of the services monitored, for example by amending the regulations or its practices.<\/p>\n<p style=\"padding-left: 40px;\">The Committee may not grant any compensation nor act as a mediator in the event of a conflict.<\/p>\n<ul>\n<li><strong>Communication to the complainant in general terms<\/strong><\/li>\n<\/ul>\n<p style=\"padding-left: 40px;\">The Committee will inform the complainant in writing of the closure of the investigation. Regardless of the results of the investigation, the Committee is r<strong>estricted in terms of the information it may share with the complainant<\/strong>, for reasons of classification.
