The Committee may also open an investigation on the basis of a complaint or denunciation by a citizen or civil servant.<\/p>\n<p>Each review investigation is closed with the drafting of an investigation report which contains conclusions on the directives, activities or methods of the services reviewed that may jeopardise the rights and freedoms of citizens or that indicate a lack of coordination and efficiency.
