WHO ARE WE?

Committee R/I reviews Belgium’s two intelligence services, State Security (VSSE) and the General Intelligence and Security Service (GISS), and in collaboration with Committee P, the Coordination Unit for Threat Analysis (CUTA). It acts as the data protection authority in the specific field of national security and as Chair and Secretary for the Appeal Body for Security Clearances and Advice. It is also the external reporting channel for breaches of integrity committed within the intelligence services.

PUBLICATIONS

ACTIVITY REPORTS

Every year, the Committee publishes an activity report featuring general conclusions on the operation of the intelligence services.

INVESTIGATION REPORTS

At the end of each review investigation, the Committee writes a report that it may decide to make public, after presenting it to the Monitoring Committee of the Chamber of Representatives and the relevant minister(s).

LEGAL ADVICE

The Committee responds to requests for advice on any bills, royal decrees or circular letters concerning the operation of intelligence services and CUTA. It also issues advice within the framework of its responsibilities as a data protection authority.

REPORTS OF A BREACH OF INTEGRITY

As the external reporting channel, the Committee is responsible for dealing with integrity breaches committed within the General Intelligence and Security Service (GISS) and State Security (VSSE), in accordance with the Act of 8 December 2022 (also known as the “Whistleblowers” Act).

Anyone who has obtained information concerning a potential breach of integrity within GISS or State Security in a professional context can submit a report. This can be staff members (current or former, contract, statutory or seconded), trainees, volunteers, self-employed workers, members of a partner service of GISS or State Security, suppliers, subcontractors, etc.
